1.0 Legal & Regulatory Framework for public transport in Malaysia
1.1 Public Land Transport Commission (fully operational as of 31 January 2011)
- Land Public Transport Commission Act 2010 (Act 714) / Akta Suruhanjaya Pengangkutan Awam Darat 2010 (Akta 714) [Purpose: To create the new Land Public Transport Commission & outline its authority & functions]
- Land Public Transport Act 2010 (Act 715) / Akta Pengangkutan Awam Darat 2010 (AKta 715). [Purpose: To outline the rights, responsibilities, duties & powers of the new Land Public Transport Commission]
- Safety, Health & Environment (SHE) Code (SHE Code Guidelines) – [TRANSIT: needs updating]
1.2 Road Transport Department (The Road Transport Act was amended in 2011 to give SPAD the authority to enforce regulations related to public transport, freight and tourism vehicles in Peninsular Malaysia.)
1.3 Department of Railways (absorbed by Land Public Transport Commission in September 2010)
- Railways Act 1991 (Act 463)
- Railways (Successor Company) Act 1991 (Act 464)
- Minister of Transport – Railway (Amendment) Bill 2010. [Purpose: To shift the responsibility for Railways in Peninsular Malaysia to the new Public Land Transport Commission]
1.4 Commercial Vehicles Licensing Board (absorbed by Land Public Transport Commission within Peninsular Malaysia by September 2010)
- Commercial Vehicles Licensing Board Act 1987 (Act 334)
- Commercial Vehicles Licensing Board (Amendment) Bill 2010. [Purpose: To shift the responsibility for Commercial Vehicles in Peninsular Malaysia to the new Public Land Transport Commission. CVLB will retain responsibility for Sabah, Sarawak and the Federal Territory of Labuan]
